So I went to Device Manager and there was a "Programmable Root Enumerator" with yellow attention mark, I uninstalled it's drivers with an option "Delete the driver software for this device" Here's my symptoms: 1. windows no longer allows driver install through the .inf and the drivers are not tied to an actual device. However, presuming the Software package has all the stuff needed, I didn't download the drivers themselves..will give that a try as well..maybe that's the cause of the problem.
